Message From
the Bill Doctor, Brig Gen (Ret) I’m devoting my quarterly message to the sad report of the passing of our Ombudsmen Director John (Jack) Cronise. Jack was a World War II veteran, a member of the Oregon Air National Guard for 40 years, and member of our Committee for more than 10 years.
I served with Jack in the Oregon Air Guard from 1962 until his retirement in 1986 and only knew him professionally during that time. But, I knew as everyone else in the Oregon Air Guard did that his dedication, integrity, character and competency set him apart
Jack’s service to his country started with World War II and touched seven decades, the last 10 years spent actively volunteering with ESGR. It has also been reported that he was the last USAF Warrant officer on active duty—a rank the Air Force discontinued after the Vietnam War.
I became reacquainted with Jack about 10 years ago and had the great opportunity to work closely with him on our Committee. I’ve personally and professionally benefited from our association on both occasions.
Jack was both an ombudsman and Oregon’s first Director of Ombudsmen services for the State. He was a player/coach. His job was critical to members of the National Guard and Reserve and also to their employers. And, as you can imagine, he did it superbly.
He took great pride and was a professional in what he accomplished. Jack was also very passionate about his work.
He often traveled the extent of Oregon and the Northwest briefing Soldiers, Sailors, Airmen and Marines on every aspect of USERRA and their reemployment rights. If there were employers to be briefed, he was there. If there were questions to be answered, he was there.
His message literally touched thousands of service members their families and their employers. Taking great personal pride
So, I’m very pleased and gratified to say that Jack’s years of dedication and service to the men and women of the National Guard and Reserve, and their employers was recently recognized and honored with a prestigious National award.
The Assistant Secretary of Defense for Reserve Affairs, Tom Hall, authorized the presentation to Jack of the ESGR’s Lifetime Achievement Award. It was presented in February.
As I said, Jack’s service to his country spanned just short of eight decades. He was Patriot … indeed he was a Patriot’s Patriot.
He revered the men and women of our Armed Forces ... his dedication, purpose and passion served them well and Jack will be certainly missed by them. We will miss Jack even more.

This last year of 2008 was busy with individuals and units going and coming to sites all over the world from all the different branches of the uniformed services. However 2009 and 2010 will be busier than ever before. In 2009 the largest mobilization ever of the Oregon Army National Guard will take place. The unit will report in the May-June 2009 time frame and come back close to a year later. The total number will be around 2,500 coming from the State of Oregon. I can tell you with certainty that we (Oregon ESGR Committee) are needed. The importance of our organization has become very clear. We are needed and we must commit ourselves the same way we ask our service members to be committed to their duties. ESGR has, and will continue to play a key role in the activation of guard and reserves as it relates to employee and employer problems. As the war on terror continues ESGR faces an increasingly difficult task. With the change in administrations it is not clear when the war on terror will be declared over. We will always have a role no matter what. With the next two years being busy our opportunities for ESGR personnel to interact between employers and employees on a greatly intensified basis, and all discussions must be complete, accurate and made on a timely basis. The members of the Oregon ESGR committee are prepared to respond to any eventuality. We have already been tested and you all have reacted in an exemplary manner. We must not back off- rather move ahead in an orderly and deliberate fashion. Reservist of all services are grateful for the support and actions of ESGR. Obviously we are very proud of the men and women who serve our nation in uniform. We will have bosslifts this April visiting the 41st IBCT in CA and we will have our annual conference 3-5 Aug 2009 at Camp Rilea.
Again I want to thank you all for the work you do for the Oregon committee.

The Oregon Committee for Employer Support of the Guard and Reserve is a Department of Defense organization staffed by volunteers. Your Oregon ESGR provides education, consultation and whenever necessary, mediation for employers of National Guard and Reserve (all services) members. Our goal is to support the employers who share their employees with the National Guard and Reserve so our national security may be preserved. The Oregon ESGR
mission is to gain and maintain
active support from all public and private employers for the men and
women of the National Guard and Reserve as defined by demonstrated
employer commitment to employee military service. ESGR seeks to gain
and reinforce the support of America's employers for a strong
National Guard and Reserve System. The State Chair of the Oregon Committee for Employer Support of the Guard and Reserve is appointed by the United States Secretary of Defense. The State Chair appoints business and military leaders to the State committee. The State committee members promote both public and private understanding of the National Guard and Reserve to gain Oregon employer and community support through programs, and personnel policies and practices that will encourage employee and citizen participation. The State committee shall Foster a partnership among employers, military personnel, community leaders, government leaders and members of the National Guard and Reserve. Employer Support of the Guard and Reserve relies on volunteers. We need volunteers in both the government and civilian workplace to continue our mission to "gain and maintain employer support for all of our reservists and guardsmen." As liaisons we meet with military personnel and their civilian employers to provide all the information they need to ensure that during both peacetime and war, there is unconditional support on both sides.
