the This has been an extremely busy quarter for the members of Oregon’s ESGR Committee. So, let me begin by offering my special thanks to all of you throughout our Committee who were so active these past two months briefing the soldiers of the Oregon Army National Guard’s 41st Infantry Brigade Combat Team (IBCT), their families and their employers prior to their deployment to Iraq in July. Nearly 2,700 men and women of went through several Soldier Readiness Processing (SRP) briefings all over Oregon. This is even more significant since this is the largest deployment of Oregon Army National Guard soldiers since World War II. In addition to receiving briefings on the ESGR and the Uniform Services Employment and Reemployment Act (USERRA), scores of these employers of Oregon Army National Guardmembers formalized their solid backing of their deployed employees by signing the ESGR Statement of Support. And while speaking of USERRA, Oregon’s ESGR Executive Director, Bob Elliott and I had the opportunity to join several State Agencies in testifying before various Legislative committees in support of State Representative Greg Matthews’s Bill - HR3256. This Bill creates a new Oregon Revised Statute (ORS), which in essence complements the Federal USERRA law and makes Oregon the first state in the union to have such a statute. We will be working closely with the appropriate agencies to support their implementation of this new statute. Additionally, as a result of the press release announcing the governor’s signing of this Bill, I was able to promote USERRA and the ESGR while being interviewed by three Oregon radio stations. I am very pleased to make known that three outstanding Oregon employers have been nominated for the Secretary of Defense’s Annual Freedom Award. This award is highest award given to an employer and recognizes their exceptional support of the men and women of the National Guard and Reserve who are employed by them. These exceptional employers are Evergreen Aviation of McMinnville, NTP Distribution of Wilsonville, and the Port of Portland of Portland. We have the privilege of honoring these three employers with our Committee’s highest award – the Pro Patria award – at our annual Planning and Awards Conference (APAC) on August 3-5. Again thank you all for volunteering the hundreds of hours each month to support the men and women of the National Guard and Reserve, their families, and their employers and making the Oregon Committee of the ESGR one of the top in the nation!

This next year starting 1 Oct 2009 will be busy with individuals and units going and coming to sites all over the world from all the different branches of the uniformed services. In April 2010 the largest mobilization ever of the Oregon Army National Guard will start to return. The unit will redeploy over several weeks in April and May of 2010. The total number deployed is around 2,500 coming from all over the State of Oregon. We also have over 300 USAR members coming back this year from the Portland area. The goal of the committee is to make contact with the employers of the deployed soldiers. I can tell you with certainty that we (Oregon ESGR Committee) are needed. The importance of our organization has become very clear. We are needed and we must commit ourselves the same way we ask our service members to be committed to their duties. ESGR has, and will continue to play a key role in the activation of guard and reserves as it relates to employee and employer problems. As the war on terror continues ESGR faces an increasingly difficult task. With the change in administrations it is not clear when the war on terror will be declared over. We will always have a role no matter what. With the next two years being busy our opportunities for ESGR personnel to interact between employers and employees on a greatly intensified basis, and all discussions must be complete, accurate and made on a timely basis. The members of the Oregon ESGR committee are prepared to respond to any eventuality. We have already been tested and you all have reacted in an exemplary manner. We must not back off- rather move ahead in an orderly and deliberate fashion. Reservist of all services are grateful for the support and actions of ESGR. Obviously we are very proud of the men and women who serve our nation in uniform. Again I want to thank you all for the work you do for the Oregon committee. The Oregon Committee for Employer Support of the Guard and Reserve is a Department of Defense organization staffed by volunteers. Your Oregon ESGR provides education, consultation and whenever necessary, mediation for employers of National Guard and Reserve (all services) members. Our goal is to support the employers who share their employees with the National Guard and Reserve so our national security may be preserved. The Oregon ESGR
mission is to gain and maintain
active support from all public and private employers for the men and
women of the National Guard and Reserve as defined by demonstrated
employer commitment to employee military service. ESGR seeks to gain
and reinforce the support of America's employers for a strong
National Guard and Reserve System. The State Chair of the Oregon Committee for Employer Support of the Guard and Reserve is appointed by the United States Secretary of Defense. The State Chair appoints business and military leaders to the State committee. The State committee members promote both public and private understanding of the National Guard and Reserve to gain Oregon employer and community support through programs, and personnel policies and practices that will encourage employee and citizen participation. The State committee shall Foster a partnership among employers, military personnel, community leaders, government leaders and members of the National Guard and Reserve. Employer Support of the Guard and Reserve relies on volunteers. We need volunteers in both the government and civilian workplace to continue our mission to "gain and maintain employer support for all of our reservists and guardsmen." As liaisons we meet with military personnel and their civilian employers to provide all the information they need to ensure that during both peacetime and war, there is unconditional support on both sides.
